Summary

Motor Vehicle Repair. Motor vehicle repair may be performed under the following conditions: (i) Repair work shall be restricted to only those motor vehicles currently registered with the California Department of Motor Vehicles to the address in which the repair work is to be conducted. (ii) In those instances where motor vehicles are not currently registered or are registered in states other than California, proof of ownership by the resident of the property shall be provided.

08(b) sets General Development Standards for all residential zones, and item (1) of that subsection bars any lot, building, or structure in a residential zone from being used or appearing to be used for commercial purposes, including conducting a business or storing vehicles, equipment, or materials not customarily incidental to residential use. 08(b)(7) requires front and street side yards to stay free and clear of automotive materials and parts, inoperative vehicles, and similar items, so even permitted at-home repair work cannot spill into the required front setback area.
Violations & Fines
Repairing vehicles not registered to the property address, or repairing vehicles for paying customers, is treated as an unpermitted commercial use of a residential lot and is subject to code enforcement action, including notice to abate and civil penalties for continuing violations. Storing inoperative vehicles, parts, or automotive debris in a front or street side yard is a separate violation of the yard maintenance standard and can be cited independently of the repair-use restriction.
