Pottstown, PA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Borough Code § 504, Subsection 5 is titled Impermissible Home Occupations, and it states plainly that under no circumstances shall a list of uses be considered home occupations, naming a vehicle or boat repair or painting shop specifically alongside a clinic, hospital, rooming house, restaurant, motel, hotel, animal hospital, boarding kennel, breeding kennel, rescue network kennel, mortuary, construction equipment or material storage, equipment or vehicle rental, furniture sales, eating services, plumbing services, air-conditioning services, laboratory or taxidermy shop, private club, bar or restaurant, and antique shops.

Because this list sits outside the no-impact and major home occupation categories defined earlier in the same section, an auto repair operation cannot qualify for either the by-right no-impact permit or the Borough Council conditional use process that major home occupations use; the exclusion is categorical rather than a size or traffic limit that could be engineered around. This means a resident cannot register a home-based auto repair or painting business with the Department of Licensing and Inspections under § 504's registration and permitting provisions, since that permit path only exists for uses that qualify as home occupations in the first place.

A vehicle or boat repair operation would instead need to locate in a zoning district that lists automotive repair as a use, such as the Highway Business (Contemporary) District's permitted "Automotive repair station" and "Automobile, truck and construction equipment sales and service" uses under § 337, rather than operate from a residential property.
