S. Section 6109(a)(22), which authorizes the Borough to remove and impound vehicles parked in a tow-away zone or otherwise in violation of its parking rules. Section 704 does the detailed work: only a Class I licensed tower may remove and impound a vehicle under this Part, except for the limited override the Police Department can authorize in an emergency or unusual towing situation and the owner-requested tows for mechanically disabled or accident-damaged vehicles allowed under Subsection 6. Class I towers must keep their primary business location within Borough limits, or, if not, within two driving miles of any Borough boundary and within Montgomery County; carry general commercial liability insurance naming the Borough as an additional insured; pass an annual criminal-history check on the business's principals and tow operators; maintain secure storage for at least eight average-sized vehicles; and stay reachable 24 hours a day through no more than two phone numbers, pagers excluded.

Towers cannot charge extra to move a vehicle from a police evidentiary site or to store it there. Discipline for a Class I tower escalates on a fixed schedule: a 15-day suspension for a first violation, 30 days for a second, and revocation on a third, with a suspended or revoked tower barred from the next one or two bidding cycles. To reclaim an impounded vehicle, an owner pays the towing and storage costs plus a $25 fee under Section 706, of which $10 is forwarded to PennDOT. Unclaimed vehicles are reported to PennDOT after 15 days and can go to a licensed salvor after 30.
