Salinas, CA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Salinas's home occupation ordinance, Municipal Code Sec. 100, allows many small businesses to run out of a residence under a permit from community planning and development, but subsection (e)(1)(H) draws a hard line: no on-site vehicle repair, beauty or barbershop, food preparation, or boarding or training of animals is permitted. Unlike the size or hours restrictions that apply to other home occupations, this is an outright category ban, meaning no permit application for on-site auto repair can be approved regardless of scale, hours, or screening.

Because a repair operation inherently involves outdoor work, noise, and vehicle traffic, it would also fail the general home occupation standards in subsections (e)(1)(C) and (D), which prohibit outdoor storage of tools or materials and require that the existence of the business not be apparent from outside the property through noise or vibration.

Anyone wanting to operate a vehicle repair business in Salinas has to locate in a zoning district that allows automobile service stations, repair, and washing as a principal use under Sec. 260, rather than attempting to qualify it as a home occupation.
