Toledo, OH Business Licensing & Operations: Auto Repair on Residential Property (2026)

Toledo regulates home-based work through the home occupation rules of Zoning Code Chapter 1105. 0405(B) lists uses that can never qualify as a lawful home occupation, and the first item on that list is auto repair: any maintenance, alteration, repair, reconditioning, or construction connected with a motor vehicle (as defined by Ohio Revised Code Sec. 01) performed as part of a bona fide business transaction for value received by a resident is prohibited outright. The same subsection also bars small-engine and large-appliance repair work done for pay, headquarters/dispatch operations, funeral services, animal boarding facilities, and restaurants from being run as home occupations.

0405(B) is an absolute bar, no permit, variance, or Special Use approval can authorize paid vehicle repair at a residence. 0405(B)(7) to classify any use not expressly listed as a prohibited home occupation if it closely resembles one of the enumerated prohibited categories, giving the City discretion to shut down borderline operations such as detailing or mobile-mechanic dispatch run from a house. A resident who wants to legally work on vehicles for pay must locate that business in a Commercial or Industrial zoning district under the City's separate vehicle-repair use standards, not as an accessory home occupation.
