Full Breakdown

Broken Arrow requires a city license before anyone may operate a massage establishment or out-call massage service, and a separate license before anyone may work as a massage technician or therapist, per City Code § 7-118. Operators must also keep every technician license current: permitting an unlicensed technician to work is itself a separate class B offense. Applications go through the finance department (commercial) or community development department (technicians, residential establishments), and cover zoning compliance, background checks, and facility inspections under § 7-122. Licenses expire annually on April 30.

Violations & Fines

Operating an unlicensed massage establishment, out-call service, or employing an unlicensed technician is a class B offense; conviction under the article's general penalty (§ 7-132) carries up to a $500 fine and 60 days in jail.
