Except as herein provided, no person shall dispatch, or permit to be dispatched, or operate any wrecker he owns or controls in an attempt to provide wrecker service to the City of Broken Arrow unless he has entered into a contract with the city to provide such service. Provided, that no contract shall be required in cases in which the vehicle's owner or operator specifically requests to have a vehicle towed by a named wrecker service who does not have a contract with the city.
