Broken Arrow, OK Business Licensing & Operations: Pawnbrokers (2026)

City Code § 7-89 through § 7-95 defines a pawnbroker as anyone making pawn transactions, lending on pledged personal property, or advertising as a pawnbroker, and requires each to file a copy of their Oklahoma pawnbroker license and application with the city before operating, renewing that filing by January 31 each year. Under § 7-92, an applicant must be of good moral character, hold net assets of at least $25,000.00, and demonstrate the business will run lawfully under the Oklahoma Pawnshop Act; the city's administrator can find an applicant ineligible for a felony conviction substantially related to pawnbroking or posing a threat to public safety. Registration also requires photos, fingerprints, and identifying business information, plus an annual regulatory fee set in the city's Manual of Fees.
