East Orange draws a sharp zoning line between a licensed therapeutic massage business and what the code calls a 'massage parlor.' Section 51-146 sets the operating standard for the conditionally permitted use: a health spa or therapeutic massage facility must be designed and operated under the supervision of a state-licensed massage, bodywork and somatic therapist. The Transit Village Districts use regulations at § 51-111.H specifically make health spas and therapeutic massage businesses a conditional use in all TVD zones except TR-2, TR-3 and TR-4, meaning an applicant needs Planning Board conditional-use approval before opening in those areas.

The same section's prohibited-use list, § 51-111.I(5), separately bans 'massage facilities/massage parlors' outright in the TVD and redevelopment districts, and the Industrial District's prohibited-use list at § 51-104E(8) likewise bars massage facilities/massage parlors there.
