Eden Prairie, MN Business Licensing & Operations: Massage Establishments (2026)

Section 5.46 of the Eden Prairie City Code, adopted to curb prostitution fronts and unsanitary conditions, requires two separate licenses: a therapeutic massage enterprise license for the business (Subd. 3.A) and a massage therapist license for each person who administers massage to the public for consideration (Subd. 3.B). Neither may operate without the corresponding license, and an enterprise may not employ an unlicensed therapist (Subd. 7.E). Therapist applicants must be at least 18, carry $1,000,000 in personal liability insurance, and show either 600 hours of certified massage training from a City-approved school or two years of full-time experience at a licensed enterprise (Subd.

5.B). Licensees and managers must also prove residency in Hennepin County or one of eight other listed Minnesota counties (Subd. 7.M). Licensed premises may admit customers only between 7:00 a.m. and 10:00 p.m. daily, and no massage therapist may perform services outside those hours (Subd. 7.G). Chapter 147, 148, and 150A medical and dental professionals, licensed barbers and cosmetologists working within limited body areas, athletic trainers, and accredited massage students performing clinical work are all exempt from licensing (Subd. 4). The Chief of Police investigates and endorses applications within thirty days, and the license expires December 31 each year, subject to renewal at least sixty days before expiration (Subd. 6.H, I, J).
