Florissant, MO Business Licensing & Operations: Massage Establishments (2026)

Florissant regulates massage businesses under Chapter 605, Article XV of the Code of Ordinances. 275, RSMo. 400 makes it unlawful to establish, maintain or conduct a massage business in the city without a license, requiring the operator to hold the license issued under Chapter 324, RSMo, in addition to filing a city application with the Director of Finance. That application must state the applicant's name and residential address for the previous five years, the length of residency at that address, the street address of the massage business premises, the name of the property owner, and two 2-inch by 2-inch photographs of the applicant.

403 sets the license term at one year and the annual fee at one dollar for every one thousand dollars of the business's gross annual receipts, with a floor of one hundred dollars regardless of how little the business earns. A license issued under Article XV cannot be transferred to a new owner or moved to a different location; the buyer of an existing massage business must obtain a fresh license in their own name. 080: a fine of up to one thousand dollars, up to three months in the City or County Jail, or both, with each day of continued operation without a license treated as a separate offense.
