Florissant, MO Business Licensing & Operations: Tobacco Retail License (2026)

2130 of the Florissant Code of Ordinances sets the licensing floor: no person may sell cigarettes, tobacco products, alternative nicotine products or vapor products without a retail sales tax license. That licensing requirement is reinforced on the zoning side. 115(N)(13), governing Special Use Permits in the "B-1" Local Shopping District, lets the City Council approve tobacco, alternative nicotine or vapor product retailers only under density and spacing limits: a store selling primarily those products is not permitted if the number of such locations would exceed one per 4,000 population citywide, or if the proposed location sits within one-half mile of another such store.

The same subsection bars the City Council from approving a license within 100 feet of any school, church or other building regularly used as a place of worship, though a school or church that moves in later, within 100 feet of an already-licensed store, does not force a license non-renewal. 2110(D). Operating without the retail sales tax license or outside the zoning density and proximity limits is enforced separately from those age-verification penalties.
