Florissant, MO Business Licensing & Operations: Pawnbrokers (2026)

Florissant licenses pawnshops under Chapter 605, Article XVI of the Code of Ordinances. 407 makes it unlawful to operate a pawnshop without a license issued by the Director of Finance, and a separate license is required for every location where pawnbroking is conducted. 410 with an investigation fee of five hundred dollars, or two hundred fifty dollars for a second location under substantially the same ownership, proof of fifty-thousand-dollars general liability insurance, and a five-hundred-dollar annual fee. 420 sets the standards for issuance: the Director must find the applicant of good moral character, free of false statements in the application, holding net assets of at least fifty thousand dollars readily available for the pawnshop business, and covered by a five-thousand-dollar surety bond filed with the Director.

423 adds two location limits: no license may issue for a pawnshop within three hundred feet of a church, school or residentially zoned property, or within five hundred feet of another pawnshop. 425, carrying the same five-hundred-dollar annual fee. m. 445 requires transaction books and records to be preserved for at least two years. 450 sets the penalty for violating any part of Article XVI at a fine of up to five hundred dollars, up to four months in the City Jail, or both.
