Greenwich, CT Business Licensing & Operations: Massage Establishments (2026)

Article 10 of the Code of Ordinances, Sections 4-118 through 4-134, sets the licensing framework the Town's Department of Health uses to regulate massage establishments. Section 4-121 makes it unlawful for any person to operate a massage establishment used by patrons for hire or reward, or to advertise being in the massage business in Greenwich, without a valid license from the Department. Section 4-122 separately requires every massage practitioner or therapist working at a Greenwich establishment to hold a Connecticut Licensed Massage Therapist credential under Chapter 384a, Sections 20-206a et seq. of the Connecticut General Statutes.

The application under Section 4-123 must include the applicant's business history for the prior three years, any criminal convictions other than minor motor vehicle violations within the past ten years, ownership interests of 10 percent or more, and the names of every licensed therapist who will work there; the Department can refer the application to the fire, police, and planning and zoning departments and inspect the premises within thirty days. Once licensed, Section 4-127 fixes an operating-hours limit: no massage establishment may be kept open or otherwise operate between 10:00 p.m. and 6:00 a.m., and each establishment must keep at least one massage practitioner and a manager on duty and on the premises during all hours of operation.

Section 4-128 layers on sanitation requirements for tables, linens, and instruments, and Section 4-129 requires at least one Department inspection per year. Licenses run one year and can be denied, suspended, or revoked under Sections 4-124 and 4-131 for felony or sexual-misconduct convictions or Article violations, with a right to a hearing before the Director within fifteen days. Violating any Article 10 provision, including the licensing or hours requirement, is punishable under Section 4-133 by a fine of not more than $100 per violation, each day counted separately.
