Littleton, CO Business Licensing & Operations: Massage Establishments (2026)

Section 3-11-1 requires anyone applying for a license to operate a massage parlor to submit a written application to the City Council on forms furnished by the City Clerk, disclosing the applicant's name and address (and, for a partnership or corporation, every partner, officer and shareholder owning more than 5% of the stock), the trade name, business phone, whether the premises are owned or rented, the ages of the applicant and any partners or officers, any past felony convictions, any prior massage-parlor license denials, suspensions or revocations anywhere in Colorado, any financial interest the applicant or family members hold in another massage parlor, at least three character references, and five years of business or employment history.

Section 3-11-2 sets the license fees, paid to the City annually and in advance: $350 for a new license and $150 for a renewal. Beyond the parlor's own license, Section 3-11-3 requires every applicant, licensee, agent or employee to obtain a separate identification card from the Police Department before working on the licensed premises, carrying a photograph, fingerprint of the right index finger, physical description and signature. Section 3-11-4 requires a written application to the Police Department for that identification card, disclosing five years of employment history and any prior criminal record other than minor traffic fines of $25 or less, along with a full set of fingerprints.
