New Britain, CT Business Licensing & Operations: Massage Establishments (2026)

Sec. 14-121 makes it unlawful to engage in, conduct, carry on or permit the operation of a massage establishment, as defined in Sec. 14-106, on any premises in the city without first obtaining a license from the director of health. Sec. 14-122 requires the applicant to file with the director of health and pay a nonrefundable $250 filing fee, disclose the exact nature of the massage to be administered and the proposed place of business, and furnish proof of age eighteen or older, two 2-inch by 2-inch photographs, fingerprints, three years of employment history, any prior massage-license history including revocations, and any criminal convictions apart from minor traffic violations.

Sec. 14-123 requires the common council to fix a public hearing on the application and post notice on the property at least ten days beforehand. Before the license issues, Sec. 14-125 requires certification from the director of licenses, permits and inspections that the premises meets zoning and building codes, certification from the chief of police that fingerprints were submitted and a background investigation completed, and certification from the director of health that the facility meets health requirements; a massagist's permit, filed separately with the chief of police for a nonrefundable $25 fee under Sec.

14-128, is required of anyone who practices massage. Sec. 14-127 lets the common council revoke or suspend an establishment license after a public hearing if the permittee is convicted of an offense listed in Sec. 14-125(b), following at least ten days' written notice of the charges. Operating hours are capped by Sec. 14-107(i): no business on Sundays, and no business before 8:00 a.m. or after 11:00 p.m. on other days. Anyone who operates or works in a massage establishment without the required license or permit, or who otherwise violates the article, is guilty of a misdemeanor under Sec. 14-113 and is punished as provided in Sec. 1-15 of the Code.
