St. Peters, MO Business Licensing & Operations: Massage Establishments (2026)

Section 605.330 limits this Article to massage practitioners and businesses the State does not already license and regulate under Chapter 324, RSMo.; the City still collects its own occupational license fee even from State-licensed massage therapists under the authority of Section 324.272, RSMo. Section 605.333 makes it unlawful to operate a massage establishment or outcall massage service in St. Peters without a license from the City Clerk, and requires the application to list the applicant's addresses for the past three years, age, physical description, employment history for three years, any history operating a similar business, criminal convictions, the name and address of every masseur, masseuse or employee, and, for a corporate applicant, every officer, director and shareholder.

Section 605.335 requires the application fee plus a full set of fingerprints taken by the City Police Department, who have thirty days to review records, inspect the proposed premises, and report to the City Clerk and the Board of Aldermen. The City Clerk issues the license only if the operation complies with City and State law, the applicant and any corporate officers are of good moral character, and a majority of the Board of Aldermen approves the application; the Clerk must deny it for misstatements, noncompliance, bad moral character among interested parties, or an unpaid fee, with written reasons sent by certified mail or hand delivery.

Section 605.345 requires the licensee to keep a written list of every masseur, masseuse and employee available for City inspection during business hours, and Section 605.370 bars any massage establishment or outcall service in the City from operating between 1:30 A.M. and 6:00 A.M.
