Chapter 15 regulates pawnbrokers alongside auctioneers, junk dealers and secondhand dealers. Section 15-12 requires a valid permit before operating, with a nonrefundable application fee plus an annual permit fee set by City Council resolution; the fee is prorated quarterly (100% if applying Jan 1–Mar 31, down to 25% for Oct 1–Dec 31) and each permit expires December 31. 00 fee charged per report form. Section 15-15 mandates denial or revocation for such convictions, with a 5-year reapplication bar, and imposes 90-day or 6-month suspensions for repeat violations of the chapter.
