Colorado Springs, CO Business Licensing & Operations: Pawnbrokers (2026)

City Code Chapter 2, Article 3, Part 8 licenses and regulates pawnbrokers under authority the City Council finds 'necessary to the general health, safety and welfare' and more restrictive than Colorado Revised Statutes Article 56 of Title 12. 803 makes it unlawful to do business as a pawnbroker without first obtaining a license from the Deputy Licensing Officer; fees are set by City Council resolution and the license expires one year from issuance unless suspended or revoked sooner. 804 requires a $2,000 surety bond conditioned on compliance with City ordinances and on safekeeping and returning property held under a contract for purchase.

802. 805 requires a pawnbroker to record each customer's name, address, date of birth, ID number, and a detailed description of every item, obtain a signed declaration of ownership, keep the register for at least three years, and submit records to the Police Department in an approved computer-compatible format on a Department-set schedule. Pawned items must be held on the premises unaltered for 10 days after the contract's fixed-time option expires; items bought outright in a purchase transaction must be held, undisplayed and unaltered, for 30 days.
