Section 4.70.030 requires records kept at the place of business showing a complete description of each item, including brand name, serial numbers, model numbers and engravings, plus the date and time of the transaction, the amount loaned, the pawn ticket number, and the name, address, sex, social security, driver's license or other identification number, race, age, height, weight, hair and eye color and signature of the person pawning or selling. That information comes from positive identification shown by a valid State driver's license or military ID. The customer receives a written or printed ticket at no charge, and a copy goes to the Police Department on demand. A full and accurate copy of the records, which can be a carbon copy, must be made available to the Police Department upon request.

Section 4.70.050 bars employing anyone who was convicted of, or pleaded guilty to, knowingly receiving or disposing of stolen property.
