(a)It shall be unlawful for any person to engage in or do a pawnbroking business in the City without a license so to do. Such license shall be issued by the License Officer upon payment in advance of a fee of one hundred dollars ($100.00) per year or part of a year in which issued.(b)A license shall be required for each separate place of business and the license shall authorize a business to be conducted in one (1) place only.(c)Each pawnbroker shall furnish a bond to the City in the sum of one thousand dollars ($1,000.00) conditioned for the due observance of all ordinances of the City and the laws of the State relating to pawnbrokers and for the protection of all patrons of such pawnbrokers.(d)Each pawnbroker shall keep books giving an accurate account of all money loaned, the rate of interest charged, description of the goods, wares or merchandise pawned and the name and address of the person to whom loans are made. Such books shall be open to inspection by the Police Department at all times. This Section shall apply to all pawnbrokers, no matter what rate of interest they may charge. Foreclosures shall be in the manner as provided by law.(e)No pawnbroker shall keep open or do business during the hours from 12:00 midnight on Saturday to 5:00 a.m. on the Monday following.
