Warren, MI Business Licensing & Operations: Pawnbrokers (2026)

Sec. 30-52 prohibits carrying on the business of pawnbroker, as defined in article I, without first procuring a city clerk license under chapter 30 and the general licensing provisions of chapter 18; the license expires per Sec. 18-13 and is never prorated. The city's stated purpose for regulating pawnshops, in Sec. 30-51, cites evidence that pawnshops are a strong predictor of robbery, burglary, and larceny in a community. Applicants under Sec. 30-54 disclose five years of prior names, every other pawnbroker business they operate, a federal tax ID, proof of identity, and any prior conviction tied to the pawn trade or to receiving and concealing stolen property, and must post a minimum of two bonds of $1,500 each with at least two sureties, totaling $3,000, to guarantee faithful performance and cover any damages from a violation.

The police department runs a criminal background check and confirms the applicant is at least 18; buildings and safety engineering confirms zoning compliance; and the mayor's office signs off on both within 20 calendar days (Sec. 30-55). Zoning bars pawnshops from every residential district, including planned unit developments and the downtown district, and in C-2 general business districts requires the site to sit more than 1,000 feet from any residential district, another pawnshop or secondhand business, or from a school, licensed day care, library, house of worship, or public park; expanding an existing pawnshop needs a special land use permit from city council (Sec. 30-61). or at any time on Sunday (Sec. 30-62).
