Chapter 491, Article I covers used precious metals, gems and jewelry dealers. Section 491-1 bars buying such goods without a license, and Section 491-2 extends the requirement to anyone with no permanent Irvington address who buys within the Township on a regular basis, defined as two or more purchases in any twelve-month period; each employee handling the business must also be licensed, and the Director of Public Safety must be notified of personnel or address changes within seven days. Section 491-3 requires a background investigation and fingerprints for every applicant, and bars a license to anyone whose record shows a conviction for dealing in, possessing or receiving stolen property, or any indictable offense.

Licensees must keep a bound, consecutively numbered transaction book under Section 491-4, verify each seller's identity with acceptable government-issued documentation under Section 491-5, and issue a serialized receipt bearing a printed inspection-warning legend under Section 491-6. Section 491-7 forbids melting, altering or reselling any purchased article for at least five days after purchase, keeping it available for recovery of stolen goods. Section 491-8 sets the license fee at $342 initially and $197 per year thereafter, and Section 491-9 exempts a licensed dentist's disposal of gold or silver dental amalgams from the whole article.
