Section 42.7 of the New Haven Zoning Ordinance defines a smoke shop as a retailer dedicated to selling tobacco, vapor products, and smoking paraphernalia, and requires it, along with every other retailer of tobacco or vapor products, to hold a tobacco retailers license through the New Haven Health Department, plus any required state licenses from the Department of Revenue Services and Department of Consumer Protection.
