Rohnert Park regulates tobacco and vape retailing through Chapter 9.72, Regulation of Sale of Tobacco Products to Minors, rather than through a standalone city retailer license. Section 9.72.010 defines tobacco products broadly to include any tobacco cigarette, cigar, e-cigarette, pipe tobacco, smokeless tobacco, vaporizer and other vaping products, so a vape shop or convenience store selling e-cigarettes falls squarely within the chapter's reach. Every covered retailer must post a plainly visible sign under § 9.72.020 stating that selling tobacco products to anyone under eighteen is prohibited by law, and § 9.72.030 requires the retailer to check identification before any sale unless the seller already has a reasonable basis to know the buyer is at least eighteen.

Self-service displays are not banned outright under this chapter, but § 9.72.040 requires that single cigarettes, single cigarette packs and single containers of smokeless tobacco be kept under adequate surveillance in a secure environment. Vending machines get a harder line: § 9.72.050 bars locating, installing or maintaining any tobacco vending machine on a retail premises, with any machine already in place required to come out within thirty days, unless the machine sits inside an age-restricted venue away from the entrance. Separately, Chapter 8.33 bans self-service tobacco and paraphernalia displays citywide and outlaws head shops and hookah bars altogether, so a business that wants to sell vape hardware alongside paraphernalia has to keep it behind the counter.
