To join the rotation, a towing service operator signs a written agreement with the city under Rohnert Park Municipal Code § 5.28.040; the director of public safety executes that agreement on the city's behalf. New operators can only apply during the open window each January, and the department of public safety then selects from the list on a rotational basis whenever a tow is needed. Every tow truck dispatched must carry at least a one-ton chassis with dual rear wheels, the operator's name and phone number on both sides, a power winch, dollies, a fire extinguisher, and required warning lights per § 5.28.050, and it must pass inspection by both the department of public safety and the California Highway Patrol.

Storage lots must sit within five miles of the U.S. 101 and Rohnert Park Expressway interchange, hold at least ten vehicles with one covered space, and be screened from public view, all subject to written approval by the director of public safety under § 5.28.060. An attendant capable of responding within thirty minutes must be on call twenty-four hours a day for tow requests, while vehicle releases run Monday through Friday from 8:00 a.m. to 5:00 p.m.; a regular service fee applies to releases on weekends, holidays, or after hours under § 5.28.070.

Operators must keep public liability, property damage, fire and theft insurance on file with the city (§ 5.28.080), log every tow with license number, date, time, and origin (§ 5.28.090), and maintain two-way radio contact with dispatch (§ 5.28.100). Fees and lien sales are handled by the operator under state law, except that public safety processes low-value vehicle dispositions under Vehicle Code § 22851.2 (§ 5.28.130).
