(3)If a vehicle is parked in violation of subsections (1) or (2), the owner of the property may have the vehicle impounded by a business engaged in the towing and storage of vehicles if that business has a contract for such services with the City of Ann Arbor.(4)Prior to the impoundment of a vehicle pursuant to subsection (3), the owner or authorized agent of the owner of the property shall execute an impoundment authorization in the form approved by the city. The business impounding the vehicle must convey to the city the impoundment form and information identifying the vehicle immediately after impounding it. The business releasing an impounded vehicle must notify the city within an hour of the release. Impounded vehicle release notifications may be made by telephone.(5)No person shall impound a vehicle, release an impounded vehicle, or authorize the impoundment of a vehicle without following the procedures of this section. Violation of this subsection may be punished by a fine not to exceed $500.00.(6)Prosecution for violations of subsections (1) and (2) must be based on a written complaint on a form provided by the city and signed by the owner of the property or the owner's authorized agent.
