030 makes it unlawful to tow a vehicle from private property without the owner's consent unless the operator follows three requirements. First, whoever orders the tow must notify the Overland Park Police Department within one hour with the vehicle's make, model, year, VIN, license plate, the person who ordered the tow, and the destination where it is stored. Second, unless the lot serves a single-family residence or personal notice was already given to the driver, the property owner must post a sign at every driveway or curb cut within five feet of the right-of-way (one sign per 25 feet of frontage where there is no curb cut).

The sign needs two-inch light-reflective letters warning that unauthorized vehicles will be towed at the owner's expense, the words "TOW AWAY ZONE" in four-inch letters, language directing anyone who thinks their car was towed to contact the Police Department, and it must sit at least four feet off the ground and stay posted at least 24 hours before any tow. A business with 20 or fewer parking spaces can instead use a simplified sign reading "Reserved parking for customers only.
