Article C governs only commercial towing firms the Waterloo Police Department dispatches for police-ordered tows, meaning tows the vehicle owner does not arrange themselves or vehicles impounded as evidence. A firm applies in writing to the chief of police, signed by the owner, partner or corporate officer, showing it meets the minimum standards; the chief must approve or deny within 30 days and give written reasons for any denial. To qualify, a firm must keep a business location within Waterloo city limits, run a 24-hour central dispatch number and 24-hour tow availability, maintain a secure, fenced or enclosed storage area for impounded vehicles, respond immediately to emergency tows and within 20 minutes to nonemergency ones, and field at least one wrecker with a 16-ton lift capacity mounted on a truck chassis of at least 2 tons.

Firms must also follow city traffic ordinance 2644.408 on clearing wrecks and comply with Iowa Code chapter 321. A firm that misses the response-time standard gets a written warning for its first three late incidents, a 30-day suspension on the fourth, a 60-day suspension on the fifth, and a full year's suspension with mandatory reapplication on the sixth. Falling short of any other standard draws suspension from the police-ordered rotation until compliance is restored. A suspended firm has 10 days to file a written appeal with the city clerk addressed to the council's public safety committee, which must rule within 7 business days of a hearing; either side can then appeal to the full city council within 10 more business days.
