Casa Grande, AZ Cannabis Regulations: Dispensary Zoning (2026)

Casa Grande does not allow marijuana dispensaries citywide by right. Instead, § 17.52.610 creates a Marijuana Dispensary Overlay Zone bounded by Florence Boulevard on the north, McMurray Road on the south, Arizola Road on the east, and Henness Road on the west. Inside that overlay, a dispensary is 'principally permitted' (allowed outright, without a conditional use permit) on any parcel whose zoning already allows medical offices, clinics, or other medical facilities, provided it also satisfies every distance separation in § 17.52.600. Outside the overlay boundaries, the code does not authorize a dispensary location, regardless of the underlying zoning.

Every dispensary sited under this overlay remains subject to the rest of Article VII's operating standards: hours limited to 7:00 a.m. to 10:00 p.m. under § 17.52.580, a monitored security alarm and building-separation standards under § 17.52.590, no drive-through service, no on-site consumption, no outdoor seating, and a prohibition on delivery except by a nonprofit medical marijuana dispensary complying with Arizona Department of Health Services rules. A current City of Casa Grande business license covering medical marijuana uses must also be displayed on-site. Planning and Development reviews all of these standards together when a dispensary applies for zoning clearance or a business license within the overlay.
