Casa Grande, AZ Animal Ordinances: Pet Limits (2026)

Section 17.12.770 of the Casa Grande Municipal Code defines a 'kennel' as any lot or premises on which three or more dogs, cats, or small animals over the age of eight weeks are kept. Rather than banning multi-pet households, the same section carves out a 'noncommercial kennel at, in, or adjoining a private residence' for hunting or other dogs kept for the householder's hobby, such as hunting, tracking or exhibiting, or for guarding the householder's property. That noncommercial kennel is expressly 'permitted in residential zoning districts,' but only 'provided the number of dogs, cats or small animals over the age of eight weeks does not exceed four.' In practice, that makes four the ceiling for dogs, cats and small animals kept together on one residential lot in Casa Grande without moving into a different regulatory category; going over four animals takes the property outside the noncommercial-kennel allowance the code sets for residential zones.

The definition sits in Title 17 (Zoning), so the Planning and Development Department and the zoning administrator, not Casa Grande Animal Care and Adoption's licensing staff, classify a property's animal count under this section, while animal control still handles day-to-day nuisance, leash and licensing enforcement under Title 6.
