Casa Grande, AZ Animal Ordinances: Bird Protection (2026)

Casa Grande Municipal Code Chapter 6.08, "Animal Control Regulations Generally," groups the city's cruelty rules under § 6.08.110, titled "Cruelty to animals prohibited." Subsection C targets staged shooting events: it is unlawful for any person to conduct an event where a firearm is used to shoot, kill or wound a live bird or animal that is tied, staked out, caged, held or restrained in any manner and used as a live target, and doing so is a Class 2 misdemeanor. The same section separately punishes maliciously killing, maiming or wounding another person's animal, and cruelly beating, torturing, overworking or depriving an animal of food, drink or shelter (subsection A), plus abandoning an animal on a street, road or private property, or failing to reclaim it from a boarding facility or veterinarian within ten days of a registered notice (subsection B).

Subsection D lets the animal control officer destroy a dog or cat impounded for cruelty to end its suffering. Enforcement runs through animal control officers appointed with the city manager's consent under § 6.08.010, who carry the authority to enforce this chapter and any animal-control provisions of the Arizona Revised Statutes. Because § 6.08.020 gives the Casa Grande City Court jurisdiction over "all violations of this chapter" and fixes the penalty class at Class 2 misdemeanor, a live-target shooting event prosecuted under § 6.08.110(C) is charged and heard the same way as the chapter's other cruelty offenses.

This citywide rule is distinct from the airport-only hunting prohibition at § 13.04.390, which bars hunting, trapping or killing birds or animals on airport property specifically and sits in the separate City Airports chapter.
