Casa Grande, AZ Animal Ordinances: Veterinary Clinic Zoning (2026)

Casa Grande Municipal Code § 17.24.120 lists conditionally permitted uses in the General Business (B-2) Zone, and item A places animal hospital, clinic or kennel on that list, subject to the development standards in § 17.68.120(D). Because it is a conditional use rather than a principally permitted one, an applicant must obtain a conditional use permit through the Planning Commission under the review process set out in § 17.68.120, which requires a public hearing with notice under § 17.66.020 and Commission findings that the site is adequate in size, has adequate street access, and will cause no significant adverse impact on abutting property.

Section 17.68.120(D)(6) then imposes one mandatory condition specific to this use, requiring animal runs to be completely enclosed in the building. Table 17.16.030B in Chapter 17.16 shows the same use, described there as an animal hospital, clinic and kennel providing the establishment and animal runs are completely enclosed in the building, is instead principally permitted, without a hearing, in the B-4 and I-1 zones, and it also appears as a conditional use with the identical § 17.68.120(D) standard in the B-3 zone under § 17.28.030(A). Any approved conditional use permit is recorded with the Pinal County Recorder's Office and runs with the land, binding future owners.
