Chandler, AZ Cannabis Regulations: Dispensary Zoning (2026)

The Table of Permitted Uses for Nonresidential Districts at Sec. 35-2100 marks "Medical marijuana, Cultivation site" permitted (X) only in the C-2 and C-3 commercial districts, while "Medical marijuana, Facility" and "Medical marijuana, Infusion food establishment" are marked permitted only in the I-1 and I-2 industrial districts, none of the three uses appears in C-1 at all. Footnote 3 to the table requires that any of the three obtain a zoning clearance or use permit under Sec. 35-2213 before operating. Footnote 4 adds a specific locational rule for a marijuana facility sited in I-1 or I-2: it must be incidental to a cultivation site and/or infusion food establishment, must sit within 1,320 feet of an arterial roadway measured in a straight line from the closest exterior wall to the arterial's centerline, must sit within 500 feet of a C-2 or C-3 district (or a PAD district permitting C-2/C-3 uses) measured from the nearest property line to that district's boundary, and must have frontage and access from a public right-of-way.

Footnote 5 caps a marijuana facility located in I-1 or I-2 at 2,500 gross square feet or 25% of the building's gross square footage, whichever is less, and any facility incidental to a cultivation or infusion site must also comply with Article XVIII of the Zoning Code. Because the table and footnotes use "medical marijuana" terminology adopted before adult-use legalization, they govern zoning placement for marijuana facilities generally, dispensary siting in Chandler runs through this table, not a citywide ban or unlimited local discretion.
