27 sets the location rules for every state-licensed marijuana operation, whether a medical dispensary, a dual-licensee retail store, or an off-site cultivation site. A facility must occupy a permanent building rather than a trailer, cargo container, storage unit, or vehicle, and it cannot exceed 2,500 gross square feet, or 5,000 square feet if a medical dispensary and adult-use retail store are co-located under one dual license. The secure storage area for product can take up no more than 20 percent of the facility's gross floor area, and every facility needs an alarm system with backup power, continuous interior and exterior video surveillance, and a written security plan on file with the city.

m. Facilities cannot deliver product off-site, cannot let customers consume marijuana on the premises, and cannot operate outdoor seating areas. Subsection D is the key location rule: standalone marijuana retail establishments are prohibited citywide. A retail store is only permitted when it operates inside the same building, on the same property, as a medical marijuana dispensary held by a dual licensee with an active DHS dispensary registration and a DHS retail license. Medical dispensaries themselves are not banned, but they must clear the separation table in the same section and obtain a business license before opening.

City code enforcement officers and police officers must be given unrestricted access to any facility to confirm compliance, and operators must keep marijuana and marijuana products locked in the secure storage area whenever the business is closed.
