04 expressly prohibits commercial cultivation, manufacture, processing, storage, testing, labeling, sale, delivery, distribution or transportation of cannabis except as the Cannabis Business Permit chapter allows. 33 governs where the business can locate: a cannabis business must comply with all zoning and development standards under Title X, and cannot be located closer than 600 feet from any parcel the city designates as a sensitive use, including K-12 schools (public, private, charter, transitional kindergarten or pre-school), state-licensed commercial daycare centers, or existing youth centers, measured as the straight-line horizontal distance between the closest property lines.

33(C), including the Fresno River, several named city parks, the Madera County Fairgrounds, the Madera Municipal Golf Course, the Madera County Library and the Downtown Business Improvement Area. 802(A)(42) lists cannabis and cannabis product retail sales in the C-1 Light Commercial zone as authorized specifically under the Cannabis Permit Ordinance, Title VI, Chapter 5, rather than as a use permitted by right like an ordinary retail store. 10 lets the City Council cap the total number and type of cannabis businesses permitted by resolution, and the Council can revisit that number and reassess permits at its discretion each year, making Madera's cannabis retail landscape a controlled, limited-entry market rather than an open one.
