Ogden, UT Cannabis Regulations: Dispensary Zoning (2026)

Ogden City Code section 15-21-2's use table for the manufacturing and industrial zones marks "medical cannabis pharmacy" P*, an allowed use carrying special requirements, in the Manufacturing Research and Development (MRD), Flex Industrial, Limited Manufacturing (M-1), Manufacturing and Industrial (M-2), Defense Depot Reuse (DDR), Ogden Commercial and Industrial Park (OCIP), and both Business Exchange Industrial and Business Exchange Historical zones. The same section confines cannabis production establishments, meaning cultivation, processing and testing facilities, to the OCIP zone only, marking that use P* there and N everywhere else.

Subsection Q sets the special requirements the asterisk points to. A medical cannabis pharmacy must, unless the Utah Department of Health waives it, sit no closer than six hundred feet from the border of any primarily residential zone and two hundred feet from any community location, measured along the shortest pedestrian route from the pharmacy's entrance. It must have a single public entry door facing the street, keep its front windows uncovered and visible from the street rather than darkened, keep any exterior brick unpainted and in its natural color, and limit public hours to eight o'clock in the morning through eight o'clock at night.

A cannabis production establishment carries its own version of the buffer, six hundred feet from a residential zone and one thousand feet from a community location unless the Utah Department of Agriculture and Food waives it, plus a requirement to operate entirely inside an enclosed building with filtered air exchange. Ogden City has not opted out of allowing medical cannabis pharmacies; the code instead channels them into its industrial zones with locational and design conditions rather than a citywide ban.
