Ogden, UT Animal Ordinances: Pet Groomer Rules (2026)

Ogden City Code section 15-38-5 sets the permitted-use table governing Commercial Zones C-1/CP-1, C-2/CP-2 and C-3/CP-3, the tiers established in section 15-38-1. Pet grooming appears on that table with a C designation for C-1 and CP-1 and a P designation for C-2/CP-2 and C-3/CP-3. Under the table's own key, a P use is permitted outright, a C use is allowed only when authorized by a conditional use permit obtained as provided in chapter 7 of this title, and an N use is barred from the zone entirely.

That means a pet groomer opening in a C-1 neighborhood commercial zone, the smaller corner-lot commercial districts meant to serve nearby residential blocks, must first apply for a conditional use permit and go through Ogden's chapter 7 conditional use review before Community and Economic Development will issue a business license and occupancy approval. A groomer opening in a C-2 community commercial or C-3 regional commercial zone skips that extra hearing and is treated as a by-right use so long as it otherwise meets the zone's site development standards.

Ogden's business licensing office still requires the standard business license under title 5 for any grooming shop regardless of zone; the section 15-38-5 designation controls only whether the location itself is allowed. Business owners scouting storefronts near Historic 25th Street or along Washington Boulevard should confirm the parcel's zone designation before signing a lease, since a C-1 corner lot carries the conditional use step that a C-2 or C-3 parcel does not.
