Ogden, UT Animal Ordinances: Beekeeping (2026)

Section 13-4-3 caps residential apiaries by lot size: up to five hives on a lot up to one-half acre, and up to ten hives on a lot of one-half acre or more, and requires written permission from the property owner before placing a hive on land occupied by someone else. Section 13-4-4 sets construction and siting standards for residential zones: hives cannot sit in a front yard, must be at least twenty five feet (25') from any adjoining property line or street right of way unless shielded by a flyway barrier (a solid wall, fence, or dense vegetation directing bee flight at least six feet above ground over nearby property lines), in which case the setback drops to five feet (5').

Hives must sit at least six inches above ground, cannot exceed seven feet in overall height including brooders and stands, must have entrances oriented away from a dwelling closer than twenty five feet, and the keeper must maintain a fresh water supply on site so bees do not congregate at neighbors' pools. Each hive must be marked with the owner's name, address, phone number, and state registration number, and every beekeeper must register with the Utah Department of Agriculture and Food under the state bee inspection act (section 13-4-5).

Where city rules conflict with Weber-Morgan Health Department honeybee regulations, section 13-4-6 applies whichever standard is more restrictive. Violations are enforced as civil penalties under Title 1, Chapter 4, Article B: a first citation after the warning period expires carries a $125 penalty, a second carries $250, and any subsequent citation triggers the maximum civil penalty tier.
