Ogden, UT Animal Ordinances: Cat Rules (2026)

Ogden City Code § 13-2-2(A)(1)(a) makes it unlawful to keep, harbor or maintain any cat six months of age or older within the city that is not licensed as required by the chapter; licenses run for one year and require proof of rabies vaccination under § 13-2-5. Ogden Animal Services, operating out of the Support Services Division at 2186 Lincoln Avenue, issues the tags, and § 13-2-2(G)(2) requires that license tags be worn by dogs, ferrets and cats at all times, with narrow exceptions for a cat entered in a show or undergoing approved, supervised training.

The code's definition of "at large" in § 13-2-1 covers any animal, cats included, that is off its owner's premises without leash control, or on the premises but not securely confined by a leash, building or fenced area; a cat meeting that definition is subject to impoundment. Ogden has not enacted a separate feral-cat or trap-neuter-release ordinance; the general licensing and restraint rules in Chapter 13-2 are the only cat-specific provisions in the code. Late license fees add $25 if not paid on time, and a returned check can trigger denial or revocation of the license under § 13-2-2(M), appealable under Title 4, Chapter 4, Article A.
