Ogden, UT Animal Ordinances: Pet Limits (2026)

Ogden Animal Services, under the Support Services Division of the Ogden Police Department, licenses every dog, cat and ferret six months or older and enforces the numeric caps in Ogden City Code § 13-2-2(A)(3). No residence may own, possess, harbor or license more than two dogs over six months old, six cats over six months old, or two ferrets over six months old at one time. The six-cat maximum is reduced by one for every dog or ferret over six months already kept at the same address, so a household with one adult dog may keep only five cats.

A third dog is permitted only when the owner documents that it is a currently serving therapy dog, an ADA-qualified service dog (or is being trained as one), a dog owned by someone on active-duty military deployment, or a government law enforcement or military service dog; proof is filed with Animal Services at licensing. A narrow grandfather clause preserved cat counts that exceeded the reduced cap if the cats, dogs and ferrets involved were all owned and licensed at the residence as of February 28, 2006, and have stayed continuously licensed since.

Residential chickens do not count against these limits: a keeper may add up to six hens if the coop meets the separate standards of Ogden City Code § 15-13-41. Owners who exceed the household caps risk denial or revocation of their pet licenses under § 13-2-2(M), in addition to citation.
