Ogden, UT Fence Regulations: Material Restrictions (2026)

Ogden City Code section 15-13-7(B) restricts fencing materials by zone. In residential zones, fences with razor ribbon or barbed wire are prohibited outright, though repairing or replacing an existing agricultural or pasture barbed wire fence with barbed wire is not treated as a violation. In commercial zones, razor ribbon is prohibited on any fence, but a security fence may carry up to three strands of barbed wire, provided no strand sits lower than six feet high, no strand slants more than sixty degrees from vertical, no strand projects over public property, and no barbed wire is allowed within the front yard setback.

In manufacturing zones, razor ribbon fencing is allowed only to the side or rear of a building on the same lot, and if no building exists on the lot, razor ribbon still may not sit within the front yard setback. Section 15-13-7(A) further requires that any constructed fence use materials made of wood, metal, concrete, masonry, stone or vinyl, of dimensions and design intended for fence construction, and bars using reused materials that were designed for another function. These material rules apply on top of, not instead of, the height standards in section 15-13-7(C), so a compliant commercial security fence must also satisfy the six-foot strand height and front-yard setback rules simultaneously.
