The City of Sanger has exercised its authority under California Business and Professions Code 26200 to prohibit all commercial cannabis activities within city limits. This includes retail dispensaries (both storefront and delivery-only operations based within the city), commercial cultivation, manufacturing, distribution, testing laboratories, and microbusinesses. The ban applies to all zoning districts. While state-licensed delivery services based in other jurisdictions may deliver to Sanger addresses under state law (Business and Professions Code 26090), no cannabis business may establish operations within Sanger city limits. This prohibition reflects the city council determination that commercial cannabis operations are incompatible with the community character and land use goals of Sanger. The ban does not affect personal use or home cultivation rights under Proposition 64. Residents may possess up to 28.5 grams of cannabis flower and 8 grams of concentrate for personal use. The nearest licensed dispensaries are located in the City of Fresno. Sanger periodically reviews its cannabis policy but as of this writing maintains its full prohibition on commercial operations.
Operating any commercial cannabis business within Sanger city limits is a violation of the municipal code subject to code enforcement action, business license revocation, and potential criminal prosecution. The city may seek injunctive relief to close unpermitted cannabis operations. State licensing agencies will not issue licenses for operations in jurisdictions that have banned commercial cannabis.
