Springfield, IL Cannabis Regulations: Dispensary Zoning (2026)

Springfield has not opted out of cannabis retail, but it has zoned every stage of the business tightly. Sec. 492 sorts cannabis uses by district: cultivation centers, adult-use cultivation centers, infusers, transporting organizations and processing organizations are conditional permitted uses limited to the I-1 and I-2 industrial districts on a single parcel. Medical and adult-use dispensing organizations get a wider footprint, S-3, B-1, B-2, I-1 and I-2, still as a conditional permitted use requiring a Planning and Zoning Commission hearing and a city council vote.

Adult-use craft growers are confined to B-1, B-2, I-1 and I-2, and an on-premises consumption area tied to a dispensary is limited to S-3, I-1 and I-2. Sec. 496 layers a 1,000-foot setback from any pre-existing school, day care or residentially zoned area onto cultivation centers and most business establishments, 500 feet for transporting and infuser organizations, plus a 1,500-foot separation between any two cannabis establishments, both measured property line to property line and not subject to variance except through the Illinois Department of Agriculture or the Illinois Department of Financial and Professional Regulation.

Sec. , bars drive-through service and outdoor seating, and forbids public view of product from any sidewalk or right-of-way. Every application runs through the standard conditional-permitted-use process under Sec. 178: petition to the zoning administrator, Planning and Zoning Commission hearing and recommendation, then a final city council decision that can grant, deny or attach conditions.
