Full Breakdown
Turlock Municipal Code § 9-2-704 carves out separate rules for the downtown overlay district: cultivation, distribution, manufacturing and cannabis testing laboratories are flatly prohibited there, and retail cannabis sales are conditionally permitted only in the downtown core (DC), downtown core transition (DCT), and transitional commercial (TC) districts, prohibited everywhere else downtown. Outside downtown, § 9-2-703 lets retail, cultivation, distribution, manufacturing and testing businesses locate in specified commercial and industrial districts, and § 9-2-705 further restricts the Westside Industrial Specific Plan to a mapped overlay area. Turlock has not banned commercial cannabis citywide, it channels it into specific zones.
Violations & Fines
Operating cultivation, distribution, manufacturing or testing in the downtown overlay, or retail sales outside the DC, DCT or TC subdistricts, violates § 9-2-704 and is enforceable as a public nuisance with civil and administrative penalties.
