Waynesville treats a medical marijuana dispensary as an ordinary commercial use once it clears § 405.674's distance restrictions: the section places dispensaries in any general commercial business district in the city and instructs the City to treat an application no differently than one for a pharmacy, healthcare clinic, dental office or doctor's office, so the underlying commercial zoning review, not a dispensary-specific overlay, governs site plan approval. New construction for a dispensary follows the standard business and commercial district construction requirements under Chapter 405, and the City is barred from adding requirements beyond what this section spells out.

Operating hours are fixed: a dispensary may sell or distribute medical marijuana and other products to the public only between 8:00 A.M. and 10:00 P.M., Sunday through Saturday. Outside that window the facility must be secured and closed to the public, and no one who is not an employee may be present inside while it is closed. The section separately bars any smoking, ingesting or other onsite consumption of marijuana on dispensary premises, and requires the dispensary's state-issued license to be displayed prominently on the sales floor where patients can see it.

Because a dispensary is a Chapter 405 zoning use, opening in a district other than a general commercial business district, running outside the 8:00 A.M. to 10:00 P.M. window, or allowing non-employees inside while closed is enforced under § 405.740's general zoning penalty.
