Local jurisdictions may not ban indoor personal cultivation but may reasonably regulate it. Outdoor cultivation may be subject to additional local restrictions in Ventura. Plants must be grown in a private residence or on the grounds of a private residence in a locked space not visible from a public place. The cultivation area must be secured to prevent access by minors. Cannabis plants must not create odor or nuisance conditions affecting neighbors. Commercial cultivation requires separate licensing from both the City and State. Ventura does not have a local commercial cannabis ordinance β commercial cannabis is regulated at the county level.
Exceeding the 6-plant limit without a commercial license is a violation. Outdoor growing in violation of local restrictions may result in code enforcement. Growing visible from public areas violates state law.
