Killeen's Historic Overlay District ordinance requires every registered vacant structure to keep its exterior sealed against rodents. Section 31-393 demands weathertight doors, siding and basement hatchways, plus rodent shields on openable basement windows. It is the city's only codified rodent-exclusion standard; there is no separate citywide pest-control ordinance outside the historic district.
