Madison requires anyone who goes house to house soliciting contributions, canvassing for orders, or offering goods and services to first obtain a Solicitor's Permit from the City Clerk under MGO § 9.14. Applicants submit fingerprints, a photograph, and a $110 nonrefundable investigation fee. Real estate brokers, insurance agents, political candidates, and Sec. 9.15 peddlers are exempt.
