Palm Coast doesn't fix park hours in the municipal code itself: City Code Section 42-162 leaves opening and closing times to the City Council or to administrative rules the City Manager adopts, and those hours are posted at each park. Anyone in a City Park when it's closed, or camping there overnight without a permit, commits a separate violation under Sections 42-170 and 42-172.
